IL C1. LEGAL FRAME AND REGULATIONS FOR FOOD QUALITY AND SAFETY CONTROL IN SERBIA

The structure of the system applied for food quality and safety control, including both choices of the parameters included in the control and applied analytical testing methods, depends mostly on the demands of the regulations which constitute the legal frame for food quality and safety certification. This structure defines also the points and the frequency in the food production chain at which the sampling of row materials, semi products and products for the quality and safety control is performed.  The legal frame and regulations still valid and applied in Serbia are in most cases over 20 years old and they force the application of the outdated food quality and safety control system based on testing of individual samples of food products being placed at the market very often involving inappropriate testing methods, choice of quality and safety parameters which do not correlate with actual needs and risks with limit values which are very often not based on the actually existing possibilities and practice. The regulations forcing the quality and safety control which enables identification of safety risks and quality opportunities in early stages of food production chain, which are characteristic for system of food quality and safety control in developed countries, are being slowly introduced in Serbia but the main activities of food quality and safety control is still in the frames of old regulations.
